Ealing Tories Present Petition Against Stop and Shop Proposals
Council want bays to be booked through a mobile phone app

The Conservative opposition on Ealing Council has presented a petition with nearly 1,000 signatures calling for a rethink on stop and shop parking changes.
The administration is proposing amendments to the current arrangements which would require drivers to register with an app to park in the short stay bays. Previously a ticket could be obtained by entering a vehicle’s registration into a street side machine.
There would continue to be no charge to stay for 30 minutes, but opponents of the plan point out that the new arrangements make things difficult for people who don’t have smartphones and therefore would tend to discriminate against the elderly. Blue Badge holders will continue to be exempt.
At a recent council meeting, Ealing Broadway Councillor, Seema Kumar questioned the cabinet member with responsibility for parking about on the £90,000 being wasted to change signage across the borough. No figures were provided on the estimated increase in revenues that would come from the changes.
The council consultation on the changes finished last month.
Cllr Kumar said, “Labour is putting up digital barriers that will punish residents and drive footfall away from our already struggling high streets.”
The council describe the changes as a modernisation dubbing the new arrangement as Stop and Shop+.
An Ealing Council spokesperson said, “Ealing Council’s proposed Stop and shop+ is a new more flexible way of parking that has been designed to give residents more choice while supporting local high streets and has accessibility and inclusion developed into the scheme.
“Stop and shop+ has been designed with accessibility and inclusion in mind. Drivers will be able to register their stay via the PayByPhone app, by calling a staffed phone line, or by using one of the many of the in-store PayPoint.
“These proposals are not motivated by revenue generation. The primary focus is to ensure fairer, more efficient use of parking that supports residents and local businesses. While there are costs involved in updating signage and systems, these are proportionate to a scheme of this size, which will be outweighed, over time, by encouraging short shopping trips and greater turnover of spaces.
“Throughout this process the council has consulted with local Business Improvement Districts and the borough’s High Street Task Force, and we remain committed to engaging residents throughout the process to ensure local voices shape the final approach.”
