Borough to start process of finding permanent replacement for Niall Bolger
February 18, 2025 A forthcoming meeting of Hounslow Council is to be asked to formally rubber-stamp the appointment of Mandy Skinner as the borough’s interim chief executive. She has been the Assistant Chief Executive for the last five years and was already effectively carrying out the role since the initial absence of Niall Bolger due to ill health last October. The council meeting on 25 February will also be asked to approve the appointment of an executive search partner as part of the process to make a permanent appointment. It is understood that Ms Skinner will be one of the candidates to be considered. The selection of a new chief executive is expected to take several months. The position is likely to be advertised at a salary in excess of £200,000. Niall Bolger’s was reported to be £180,000 when he joined the council in 2018. Before joining Hounslow Council, Ms Skinner worked at the dual borough administration of Richmond and Wandsworth Councils serving as Assistant Chief Executive for over three years. At Hounslow she has been instrumental in leading various strategic initiatives, including the development of the council's Equality, Diversity, and Inclusion Strategy. She has also overseen the Corporate Performance Management function, working across the council to set and monitor the delivery of business and service planning cycles. The Chief Executive is by default also the returning officer for the borough which means Ms Skinner will serve in that role for the forthcoming by-elections in Brentford wards.
